Deputy to the Assembly of the Republic between 1991 and 1996. Political advisor to the President of the Portuguese Republic, between 1996 and 2006. Director of companies. Author of several works on history, political science and international relations. International adviser in several processes of democratic transition in Africa, in Latin America and Asia. At the head of the Portuguese team in the negotiations on the transfer of HCB to Mozambican ownership between 2004 and 2007. Executive director of HCB since 2003. Grand Officer of the Order of the Infante D. Henrique.
